Public sector

Fleet and HR software for municipalities, utilities and public agencies

Office Hero helps public bodies account for their vehicles and meet their duties to staff. Fleet Hero records where official vehicles go and who drives them; HR Hero adds an anonymous whistleblowing channel built around Directive (EU) 2019/1937, pay-transparency reports for Directive (EU) 2023/970 and the employee records behind them.

Fleet Hero from €10.80 per vehicle per month, with the SIM card and mobile data included. The whistleblowing channel and pay-transparency reports come with HR Hero Professional, at €4.90 per employee per month. Prices exclude VAT; offers for public tenders on request.

The distance and use of each vehicle, ready to export.

01What Office Hero covers

Accountability for vehicles, duties to staff

Each tile links to the feature page with the details and the limits.

02How it works

Vehicles, reporting and access, in detail

Three screens a public body uses to account for its vehicles and protect its staff.

Official vehicles

A clear record of every official journey

Fleet Hero cuts trips from the GPS data automatically, with the vehicle, the driver, the start, the end and the distance, and the assignments calendar shows who had which vehicle and when. Replay any period on the map within the route history your package includes: 6, 12 or 24 months. Reports such as distance per vehicle, utilisation and cost per kilometre export to PDF, Excel or CSV for management or an audit.

  • Unauthorised-movement alerts for hours you set, such as nights and weekends
  • Scheduled report e-mails to colleagues, daily, weekly or monthly
  • Fuel and service cost per kilometre for each vehicle
  • Vehicle groups per department, used by the map, reports and access

Whistleblowing

An anonymous reporting channel with a tracked 7-day deadline and a tamper-evident log

Each organisation gets its own public reporting page on Office Hero Connect. Anyone can report anonymously, receive a reference number and check the status at any time with a four-word passphrase that is shown only once. In HR Hero, designated handlers acknowledge reports, reply in a private follow-up thread when the reporter has left a way to reach them, and close cases, and every action is added to a hash-chained audit log.

  • A badge, and a reminder to the assigned handlers, once a report passes 7 days unacknowledged
  • Report contents encrypted at rest
  • An internal report form for signed-in staff as well
  • The audit chain checked automatically every night

No account and no name needed to report.

Data protection

Who sees what, and a record of every change

Each organisation's data sits in its own database schema, and personal fields such as national ID numbers and bank accounts are encrypted with the organisation's own key. Roles are edited in a permission matrix, and record-level rules limit a person to chosen vehicles, vehicle groups or employees. Every administrative change goes into an audit log that is hash-chained and kept for 7 years.

  • 18 ready-made roles, plus roles of your own
  • Uploaded files scanned for malware before anyone can open them
  • Servers in Skopje, North Macedonia
  • Sessions end after 30 days without use, and after 90 days at the latest

03The apps

Office Hero for a public body

Each app works on its own, and together they share one account and one record per person.

04Questions

Questions from public bodies

Not answered here? Write to [email protected]. A person from our team in Skopje replies, Monday to Friday, 09:00–17:00 CET.

Does the whistleblowing channel meet Directive (EU) 2019/1937?

It is built around the directive: anonymous reports, a 7-day acknowledgement deadline tracked for handlers, a private follow-up thread for reporters who leave a way to reach them, and a tamper-evident record of every action. Whether your set-up meets the directive and your national law is a legal question, so check it with your legal adviser; Office Hero does not certify compliance.

Where is our data kept?

The Office Hero apps and their databases run on servers we operate in Skopje, North Macedonia, which is outside the European Union. Uploaded files and database backups are kept in Cloudflare R2 object storage. Each organisation's data sits in its own database schema, sensitive personal fields are encrypted with the organisation's own key, and uploaded files are scanned for malware.

Can we buy Office Hero through a public tender?

Our prices are published on the pricing page and exclude VAT. For public tenders and larger volumes we prepare an offer on request; send us the tender documents or the number of vehicles and employees.

Can each department see only its own vehicles and staff?

Yes. Put each department's vehicles in a vehicle group and limit a person to those groups; in HR Hero, limit a person to a list of employees. Lists then say how many records are hidden and why.

Does Fleet Hero produce travel orders?

No. Fleet Hero records every trip with its vehicle, driver, start, end and distance, and its reports export to PDF, Excel or CSV, but it does not produce the travel-order form or calculate per diems.

Can staff work in Macedonian and Albanian side by side?

Yes. Each person chooses their own interface language from 15, including Macedonian, Albanian and Serbian in both scripts, and alert e-mails reach each recipient in their own language, while report PDFs are sent in the language you choose. The translations are machine-made, and a native review is in progress.

What happens to our data if we leave?

Office Hero staff can run a full export of your organisation's data. Ask for it before your contract ends, or within the 30 days after it, before the data is deleted.
